In the opinion of the Governments the Atlantic Pact is not a suitable framework in which to discuss such questions as the partition of Ireland which is the exclusive concern of the British and Irish Governments. The situation outlined in the Irish Memorandum is not connected in any way with membership of the Pact.¹
