With reference to your minute 216/M/49 of the 17th November¹ there is no legal provision for adoption in this country. This Department is prepared to issue passports to children who are to be adopted by people in the United States provided the parents or guardians consent is obtained and that satisfactory evidence of the foster-parents suitability is produced.
