Following is message from Minister for Taoiseach. Begins: Cabinet today directed preparation of Bill to repeal External Relations Act and to vest powers in President. Decided also that letter should go to British reminding them of our position in relation to Commonwealth as stated in Dáil and subject to that expressing willingness to send representative to London meeting. Decision as to whether you or I should go deferred until your return. Situation generally good. Would suggest no public references to Commonwealth meeting or to repeal of External Relations Act at moment.
