Your 173.1 Reaction to loan decision here is one of surprise and grave concern. As has already been explained to American authorities, we cannot accept loans owing to lack of ability to repay, so that effect of loan decision is to cut us completely out of ERP picture. Minister is so concerned that he proposes to leave for Washington as soon as ever he can arrange to do so which will be in two or three days time. Please inform Administrator accordingly and ask him to keep open mind on loan-grant issue pending meeting with Minister. Above all, ensure that there will be no publicity on decision referred to [in] your 173 in the meantime. Will wire travel details as soon as they are fixed. Party will consist of four or five people. If necessary, reserve accommodation Shoreham or Wardman Park provisionally for Monday night.
