Dublin, 9 September 1948

Mr. Foley,
Would you please have the following message conveyed by telegram to all the Private Secretaries with reference to today's meeting?

'The Minister for External Affairs wishes to raise certain urgent matters at the meeting. He will have to leave the meeting not later than 3.30 p.m. owing to another engagement. The Tánaiste would be glad, therefore, if any Minister who can conveniently do so would attend at 2.30 p.m. instead of 3 p.m. The Tánaiste's intention is to have an informal discussion of the matters which the M/E.A. wishes to raise from 2.30 p.m. to 3 p.m. but not to have any decision taken on those matters until after 3 p.m.'
