With reference to your minute of the 6th March,¹ we do not receive from the British copies of despatches from their Representatives abroad. As our relationship to the Commonwealth is entirely different from that of Great Britain and the Dominions inter se, we regard it as quite natural that such documents should not be supplied to us.

When you have the time, therefore, we shall be very interested to see a summary of the despatch mentioned in your minute.
