Dearg code telegram from Joseph P. Walshe to Thomas J. Kiernan (Holy See)
(No. 1)

Dublin, 4 January 1946

Your 65.1 Hope you have had opportunity of expressing disappointment to Pope or Substituto. Excuse given to you by Holy Father not impressive. It was their business to fill Armagh in time. Belfast,2 President of Maynooth3 or Meath4 were obvious successors. If excuse were valid, place in Sacred College could have been left open. To give a Hat to Cuba and pass over the heart of English-speaking Catholicism was and is felt to be tantamount to a deliberate humiliation. Moreover, the actual withdrawal of existing Hat and ignoring of the Nuncio showed callous indifference. Will be glad to have full report of reaction to your protest and also of reaction amongst our people in Rome.
