April 9th Most Germans and diplomats I have seen lately think that it is only a question of short time until situation envisaged my telegram 36 from Berne¹ develops. A Russian attack on Berlin is also expected. I have not yet heard of Government or administration moving from Berlin en bloc. I think some of Foreign Office were in central German towns occupied last week. It is generally expected that this region will be occupied by Americans or French.
