Please leave note with Foreign Office stating Irish Government cannot understand very long delay in replying definitely to their protest concerning the bombs dropped by German aircraft at several points in Irish Territory on 1st, 2nd and 3rd January.¹ The Irish Government would like again to remind the German Government that the bad effect[s] of such incidents on the relations between the two countries are much aggravated by their failure to accept responsibility and to offer speedy reparation.

In this connection it should also be added that no reply whatever has been sent to the protest of the Irish Government concerning the dropping of bombs in the Dundalk area on July 24th.² Finally the Irish Government wish again to impress on the German Government the necessity for giving to German airmen the strictest instructions to avoid flying over Irish territory and territorial waters.
