My 361 and 37.2 It was Berle I saw: usually friendly he was almost caustic on matter of lend lease and made it clear without saying so we will not benefit unless we fall in line: it is obvious administration considers we are not playing game and will give us no facilities they can reasonably withhold: their attitude is England must win whoever suffers: they could not make good case for refusing credits for food and fertilisers but they will not sanction munitions: I suggest I should approach Export Import bank for loan for food fertilisers and ships but we will not get ships if England wants them.
