Your 104.1 You should be careful to avoid anything which could be interpreted as demonstration against Spanish Government. Expulsion is sufficiently explained by third charge.2 We cannot afford risk of even minor quarrels with Foreign Governments unless on matters directly concerning our own interests.

2 The Comte Charles de Romrée de Vichenet, the Belgian Ambassador to Spain, had been expelled on the official pretext of his 'personal attitude', though the expulsion of the entire staff of the Belgian embassy suggested other motives, Kerney suggesting that the expulsion was inspired and 'possibly foreshadows' the expulsion of the Polish Ambassador. Kerney, with the American, British and French ambassadors and other diplomatic representatives, saw the Ambassador off from Madrid.
