Minute of a Cabinet discussion by Maurice Moynihan (Dublin)

Dublin, 29 March 1940

At the meeting of the Government held on the 29th instant the question of trade conversations by Ministers with the British Government was again discussed. The note of the discussion on the 28th instant1 was read and approved and it was agreed that the decisions as recorded in that note should be conveyed to the Departments concerned with the exception of Paragraph 4.

Mr. Walshe's submission to the Minister for External Affairs, dated 29th instant, (attached),2 was read and it was noted that a report from the High Commissioner in London on his recent conversations with British Ministers would be available when the High Commissioner comes to Dublin next week.

The revised draft despatch dated 29th instant (copy attached)3 was also read and was provisionally approved subject to a reference being made in the despatch to the discussions which have already taken place with the British Ministries of Food, Supplies and Shipping and the Board of Trade.4
