The following have been appointed by the Executive Council as delegates to the Assembly of the League next September:

Will you please take whatever measures are necessary with regard to the disposal of your time so that you will be able to arrive in Geneva in good time for the opening day.

We shall distribute the Commissions as soon as possible and send you all necessary documentation. Meanwhile, we shall be very glad to have any suggestions you may have concerning either the work of the League or our candidature for the Council. Now that all the Dominions have assured us of their cordial support, you will find it easier to talk to your Berlin colleagues. Unfortunately, the British have not yet told us their mind on the matter. Lord Passfield has written a short note promising to answer our official despatch, but he has given no indication of the nature of the reply. It is understood here that Sir Eric Drummond is against a Dominion going up for the Council this time, and he may have influenced the British against our candidature. You will hear from us the moment we receive the British reply. Of course, nothing in that reply will change the decision of the Executive Council.
