Pizzardo stated matter is now being considered by the Pope and that there was a possibility of sending an Apostolic Delegate on account of difficulties arising from the fact that See of Armagh was not in the Irish Free State. I expressed great surprise at such a suggestion at this stage in view of promise given in June. I pointed out that Nuncios were sent to other countries in spite of divisions of Diocese and said it would be regarded as a definite slight by the Irish Government and people. Monsignor said he had seen the suggestion in an Irish paper whose name he did not know. I said proposal contained could only emanate from some person wishing to create trouble between Ireland and Holy See and that I would report the position to my Government. He asked me not to do this and said that he had only mentioned it by way of conversation. I asked when might we expect to receive definite information as to appointment. He replied delay would have a psychological value for the purpose of habituating Bishops to the idea. I said Bishops were in favour of appointment with the exception of one or two and pressed for some statement as to likely date. He said Secretary of State was returning next week.
