12th July. I had interview with Secretary of State this morning in which I urged arguments for Dublin Cardinal. He said consistory will not be until December. He referred to tradition that Red Hat goes to Armagh. I explained clearly position but am convinced real reason is one of personality. He said he fully understood views of my Government. I referred to Nuncio but he said Pope has not been able to consider matter yet but denied emphatically rumour that it is intended to put off consideration.
