The Washington and New York Staffs are sadly in need of attention, and our whole system of representation in Europe requires reorganisation. But it would be stupid to submit proposals concerning our foreign establishment until our position at home has been placed on a solid basis.

1 H.P. Boland (1876-1956), Assistant Secretary in charge of the Establishment Division of the Department of Finance (1924-1937). His son, Frederick H. Boland, joined the Department of External Affairs in 1929.
