In reply to the Duke of Devonshire's Despatch No. 604 of the 15th October, 1923, I have the honour to inform you that my Ministers concur in the action taken by Mr. Chilton¹ in ignoring letters and telegrams addressed to him by Branches of the American Association for the Recognition of the Irish Republic in the United States, on the subject of the detention and possible trial of prisoners in Ireland. My Ministers would, however, be glad to receive for information copies of any such communications which might emanate from sources of political or social importance in the United States.

2. They would also suggest that in any cases where Mr. Chilton was of opinion that an acknowledgment should issue, the writer might be invited to address himself direct to the Secretary of the Executive Council, Government Buildings, Dublin.

3. It is presumed that His Majesty's Government would not desire that the receipt of such copies of communications by my Ministers should be regarded as confidential.
