'Foreign Commercial Aircraft:
(a) Abolition of compulsory stop at Shannon Airport and
(b) refusal to grant landing rights at Dublin Airport to United States' aircraft'

Dublin, 7 November 1952

Following consideration of a memorandum dated the 24th October, 1952,1 submitted by the Minister for Industry and Commerce and a memorandum dated the 27th October, 1952, submitted by the Minister for Finance,2 it was decided

  1. that the clause in the air transport agreement made on the 3rd February, 1945,3 with the Government of the United States of America requiring all aircraft which overfly Irish territory to land at Shannon Airport should be deleted;
  2. that the corresponding clauses in all air transport agreements with other Governments should also be deleted;
  3. that the decision set out in sub-paragraph (1) above should be promulgated as and when the Minister for Industry and Commerce thinks fit; and
  4. that, if the United States Government revive their request for landing rights at Dublin Airport, the refusal to grant these rights should be maintained even if such a refusal should result in the abandonment of the proposed Irish transatlantic air service.
