1. I enclose herewith your Credentials as Special Commissioner to the United States of America.¹
2. It is contemplated that your mission will last about three months.
3. The principal object of your mission will be strictly private until further notice and will consist in endeavouring by your personal efforts to bring about unity between the several Irish groups in the United States; it is suggested that the principle upon which unity can best be founded is the principle of acquiescence by the Irish beyond the Seas in the wishes of the Irish people as constitutionally expressed, involving support to the Irish Government for the time being and abstention from Irish party politics and from taking sides as between Irish political parties.
4. Secondly, you will do all you can to co-operate with and assist Professor T. A. Smiddy, our Envoy Extraordinary in the United States, who will be your official chief and who desires the benefit of your advice on matters which may arise during the next few months. It will be particularly necessary to use all your efforts towards avoiding and preventing any inflammatory party propaganda in the United States.
5. You are aware of the relations between Mr. James O'Mara and Professor Smiddy; their missions are distinct, but it is very desirable that cordial relations be maintained and you will be able to help to this end.
