2. Policy regarding North East Ulster.
It was decided that a peace policy should be adopted towards Ulster pending their action in regard to inclusion within Ireland, provided Sir James Craig agreed to reprieve condemned prisoners and to release men like Dan Hogan.

The necessity of a policy of non-recognition was emphasised. Councils adopting this policy to be supported in every way. If the Northern Parliament refuses grants, the Provisional Government must provide the necessary funds and obtain refund from British Government.

Mr. Collins reported that Mr. Devlin had stated that he would not go into the Northern Parliament, that he was anxious for a policy which would unite the nationalists of Ulster and that he supported the peace policy.

The attitude to be taken with regard to the deputation from the North on 1st inst. was discussed and settled.
