As you will understand, I am naturally anxious to see the Government under the new Parliament getting the fullest measure of advantage out of our big possibilities abroad. I have prepared a memorandum, which I send herewith and which I hope you will have time to look through, as I think that the notes it contains may help to save your time in coming to a decision, not only as to Foreign Affairs generally, but also as to the matters that arise more immediately in the development of our vital Foreign Relations.
