Following consideration of a memorandum dated the 8th November, 1948,¹ submitted by the Minister for External Affairs with the draft of the Executive Power of the State (International Relations) Bill, 1948, the text of the Bill was approved, subject to the amendments set out below and to such consequential amendment of the long title as might be appropriate, particularly in connection with the amendment referred to at (3):-

1. subsection (1) of section 1 to be amended to read as follows:

'The President, on the authority of the Government and as and when advised by the Government, may exercise any executive function or power of the State in or in connection with its external relations';

2. subsection (2) of section 1 to be deleted; and
3. a new section to be inserted, immediately following section 1, as follows:

   'The description of the State shall be the Republic of Ireland.'

Authority was granted for the introduction of the Bill, as amended in accordance with the foregoing decision, in Dáil Éireann and for its circulation to deputies.
