Memorandum by the Department of the Taoiseach
'Foreign Exchange Facilities for Travel'

Dublin, 5 December 1947

  1. Until further notice exchange facilities for travel outside the sterling area will be allowed for the purposes and to the amounts indicated in the following paragraphs.
  2. During the period ending 30th June, 1948, facilities for travel in France, Italy and the Netherlands will be made available by banks or travel agencies to applicants the purpose of whose journey falls under one or other of the following heads: health, business (including ecclesiastical or professional), education, pilgrimage or necessary visit to relatives or friends.

    The maximum amount which will be made available by the banks and travel agencies for such travel to the three mentioned countries will be £50 in respect of an adult for the whole period (£25 for a child under 16), exclusive of the cost of travel tickets purchased for Irish currency.

  3. Applications for foreign exchange facilities for travel abroad, in excess of the limits stated in paragraph (2) and for travel in countries other than those named in that paragraph, will require the approval of the Department of Finance which will be granted if evidence is produced by the applicant that
    • the visit is for a business purpose which cannot be dealt with by correspondence; or
    • the visit is necessary for health reasons; or
    • the visit is for a valid educational purpose.
  4. Applications for facilities should in all cases be made through a Bank or Travel Agency and applicants are warned, in their own interests, that they should submit their applications well in advance of the contemplated journey, and should not make reservations until they have satisfied themselves that the facilities will be granted.
